You must be a qualified person to take electrical measurements in an energized electrical environment.
When you are making electrical measurement, safety should always be your first consideration. To be a qualified person you must have knowledge of the proper use, inspection, and limitations of your test instrument, as well as a variety of other stipulations as described in NFPA 70E.
