One method of determining which PPE is appropriate for a given environment is the table method, explained starting in NFPA 70E Table 130.5(C), which was added to the standard in 2018. Generally, the greater the hazard, the stronger the PPE should be. The table method is one way to help determine whether or not or what level of PPE is recommended.
