There are three options for viewing this virtual instrument:

if you're using Internet Explorer 3.0 or higher for Windows. You may need to lower your security settings to medium to allow your browser to install the software

to view the virtual instrument as a Java applet. It may take a while to load, so please be patient. Please note that not all web browsers are compatible with Java.
To start, turn on the instrument by clicking on any of the measurement functions around the rotary knob or on the rectangular function keys.
To select a menu item, scroll up and down the menu with the arrow keys on the tool then hit the enter button on the right hand side of the tool, just below the display screen. Some of the screens use the function keys below the display to reveal additional screens.
